Purpose of the Consultancy
To support the WHO country office to coordinate implementation activities for the country-adapted WHO SMART Guidelines for the Digital Adaptation Kit (DAK) for Family Planning (FP) in Pakistan.
Background
To accelerate Sexual and Reproductive Health (SRH) service delivery in Pakistan, the Ministry of National Health Services, regulation, and coordination is collaborating with WHO to implement the SMART Guidelines Digital Adaptation Kits (DAKs) for Family planning. This is part of the FP accelerator project and aims to ensure that WHO’s evidence-based guideline content is accurately reflected in digital health systems and services. The DAKs are software-neutral, operational, and structured documentation based on WHO clinical, health system and data use recommendations to systematically and transparently inform the design of digital systems. Components of the DAK include: (1) linked health interventions and recommendations; (2) personas; (3) user scenarios; (4) business processes and workflows; (5) core data elements mapped to standard terminology codes (e.g. ICD); (6) decision support; (7) program indicators; and (8) functional and non-functional requirements.
Since launching the FP DAK initiative in May 2024, WHO has been supporting the MoNHSR&C to systematically adapt the FP DAK to the country context. The localization and adaptation steps aimed to ensure that the DAK’s data dictionary and decision support logic reflect the country’s specific health service delivery models, thereby enabling effective integration into existing digital health infrastructure. The adaptation process adopted a comprehensive, multi-faceted approach that included a baseline country assessment and initial desk review of SRH, family planning protocols, and HMIS and reporting standards.
