Project planning and implementation: Oversee procurement processes and compliance with the Financing Agreement and Bank Procurement Regulations. Review and update the Project Procurement Strategy for Development (PPSD) as necessary. Indicate the estimated cost of each procurement item based on sound market survey/assessment to set expectations for financial resources and ensure appropriate approvals. Develop the procurement plan for goods, consulting services, non-consulting services and civil works contracts, all procurement activities must be uploaded into the STEP system for tracking and monitoring. Oversee the procurement and contract management of the consulting firms and individuals (the design and supervision consultants, and project implementation consultants, etc.) and providers that will be engaged for project implementation. Ensure that all the procurement documents and records (including documentation of evaluations, negotiations, correspondence, and contract details) are securely, confidentially and properly recorded and stored.

Team management and coordination: Coordinate with various Departments/Implementing partners, to identify and plan their procurement needs well ahead in time.

Monitoring and Evaluation: Address all matters associated with delivery of goods/services e.g. taxation, duties, clearance etc. Monitor the progress with Suppliers/Consultants ensuring that all policies/procedures and requirements are fully complied with by them as per the terms of contract with the Implementing Agencies.

Quality and BMPs in procurement cycle: Ensure quality assurance of procurement deliverables as per requirements of Implementing Agencies. Develop appropriate procedures, controls, checks, rules, etc. preventing frauds, pilferage etc. in the procurement process. Build capacity and train the procurement officers and staff of the Implementing Agencies enabling them to employ contemporary tools/methods of procurement.

Stakeholder Engagement: Work closely with PIU, PCU teams, Consultants to ensure alignment and coordination of project procurement activities and manage the contracts and timely payments

Reporting and Documentation: Proper documentation of all procurements as per the requirements of the World Bank Procurement Regulations including selection and preparation of Standard Documents/formats. Prepare and submit quarterly, bi-annually and annually procurement progress and performance reports of procurements and ongoing contracts, including timelines for delivery, payments, and completion.

Any other task assigned by the project entity or donor.

Duration of Assignment:

All the positions are initially for the period of 12 months for incremental staff and 36 months for individual consultants/ experts, and further extendable on year to year performance basis till project life. All the positions are contractual; the contract can be terminated at any time if the offered services declared as unsatisfactory. Candidates already serving in the Government Departments/ Public sector organization have to apply through proper channel.
