Project planning and implementation: Develop and
maintain the accounting system in accordance with the World Bank guidelines and financial rules. Prepare and review the annual financial budget in collaboration with project managers and stakeholders, align the budget with the project's milestones and deliverables. Prepare requests for withdrawal of funds along with preparation of all necessary documentation.
Financial and resource management: Establish and operate the accounting system for PIU. Ensuring funds are available when needed, and monitor budget utilization to prevent overspending or underutilization of funds. Responsible for the implementation of accounting registration and control procedures and maintain proper control: see to the preparation of payments, adequate bank statements, and documentary proof availability for all disbursements.
Team management and coordination: Organize weekly or fortnightly financial meetings with PD, DPDs and Procurement Specialist to discuss project status, budget utilization, cash flows, and any issues affecting financial progress. Prepare and present financial reports and updates to senior management, donors, and government officials to keep them informed of the financial status and challenges.
Monitoring and Evaluation: Continuously track the flow of funds, expenditures, and adherence to financial plans. Track and manage cash inflows and outflows to ensure that the project has enough liquidity to cover operational and contractual obligations. Review all budget categories to ensure funds are being allocated appropriately and not overspent. Review invoices, payments, and other financial documentation to verify accuracy and compliance with project guidelines.
Stakeholder Engagement: Prepare on the basis of information transmitted by the different specialists'/ project stakeholders, all contracts between the Sindh Livestock & Aquaculture Development Project and the participating community. Develop liaison with consultant firms, individual consultants, project entity and L&F department for timely payments, and guidance for tax collection. Review and verify all requests for payments of the PIU (cheques, transfers).
Reporting and Documentation: Register the administrative and reconcile monthly the PIU bank accounts with the bank statements and district accounts office. Prepare interim financial reports in the format and timeline specified in the WB fiduciary management guidelines. Prepare withdrawal requests; maintain records of inflows and outflows. Monthly, quarterly, and annual financial reports detailing inflows, expenses, and balances.
Any other task/ report required by the project entities or donor in addition to assignment completion report.

Duration of Assignment:
All the positions are initially for the period of 12 months for incremental staff and 36 months for individual consultants/ experts, and further extendable on year to year performance basis till project life. All the positions are contractual; the contract can be terminated at any time if the offered services declared as unsatisfactory. Candidates already serving in the Government Departments/ Public sector organization have to apply through proper channel.
