Job Summary
We are seeking a Property Tax Subject Matter Expert (SME) to support the modernization of property tax administration and systems for the Government of Sindh. The role involves reforming the Urban Immovable Property Tax (UIPT) system to enhance its efficiency and establish a sustainable revenue base for improved urban services. The ideal candidate will have extensive expertise in property taxation, GIS integration, and tax administration processes.
Job Description
The Property Tax SME will provide expert guidance to ensure the successful implementation of reforms in the property tax system. Responsibilities include:
Modernizing administrative processes.
Integrating GIS technology with property data.
Optimizing assessment, billing, and collection mechanisms.
The role requires in-depth knowledge of property taxation, strong technical and analytical skills, and effective communication to drive operational efficiency and transparency.
Experience
8–10 years of experience in property taxation or related fields, with proven expertise in modern tax systems.
Strong understanding of property tax policies, valuation models, and revenue optimization strategies.
Experience with large-scale government projects, particularly in collaboration with provincial governments.
Hands-on experience with GIS technology and its application in property assessment and management.
Required Skills
Expertise in property taxation processes, policies, and valuation methods.
Proficiency in automating property tax assessment, billing, and collection processes.
Expertise in designing and implementing taxpayer self-service options, including online platforms for information access and payments.
Proficiency in updating property valuations regularly to reflect market and physical property changes.
Advanced knowledge of GIS integration with property tax records to create unified databases.
Ability to verify and validate spatial and property data for reliable record-keeping.
Expertise in incorporating property characteristics, location, and land use into valuation frameworks.
Knowledge of targeted tax collection strategies based on risk assessments.
Ability to leverage GIS to identify high-revenue potential areas and enforce collection methods effectively.
Experience in tracking and managing tax compliance to minimize evasion.
Expertise in developing taxpayer-accessible platforms for property tax information and application tracking.
Knowledge of transparency measures for tax distribution, assessed values, and exemptions.
Skills in improving public access to property tax data to enhance trust and compliance.
Strong communication skills to facilitate effective interactions between tax authorities and taxpayers.
Knowledge of emerging technologies in taxation and urban management.
Education/Qualification
Minimum: Bachelor’s degree in Finance, Accounting, Taxation, Economics, Urban Planning, Information Technology, or a related field.
Preferred: Master’s degree in Taxation, Finance, Urban Management, GIS-related studies, Public Administration, or a related discipline.
